For 20 years, Mr. Merritt has worked in New Hampshire where he has primarily served as a Senior Project Manager for a local civil engineering firm designing and permitting a variety of land development projects throughout the State. He graduated in 2001 from Clarkson University with a BS degree in Civil Engineering. After college, he worked in Boston designing and permitting telecommunication facilities throughout the city.
Jeff moved to New Hampshire with his wife in 2003 where he began to establish roots and learned the nuances of the State’s civil engineering process. He began designing commercial, industrial and residential site plans, commercial and residential land subdivisions, residential open space subdivisions, municipal improvement projects, commercial and residential septic designs, and utility main extension projects. He has extensive experience in land use permitting including local, state and federal permitting.
Mr. Merritt has significant practice presenting in front of Planning Boards, Zoning Board of Adjustments, and Conservation Commission public hearings. With 17 years of permitting knowledge in New Hampshire, he has the ability to comprehend and determine the applicability of local Zoning Ordinances, Site Plan Regulations, Subdivision Regulations, as well as state land use regulations and administrative rules.
Here at Granite, he will continue to utilize his experience in project management to coordinate sub-consultants, schedule project timelines for fast and efficient approvals, continue to foster relationships with regulators, and maintain cost-effective project budgets.

Mr. Cole has been working in the land development sector of New Hampshire for nearly a decade since graduating from the University of Massachusetts Dartmouth with a BS degree in Civil Engineering. He began as a project engineer for a small firm north of Concord where he worked directly with the owner to develop his skills in land design, CAD, and the permitting process. Mr. Cole transferred to a larger firm outside of Manchester in 2014 where he earned his Professional Engineering license and became a project manager. Mr. Cole has 10 years of experience in engineering and managing residential, commercial, and industrial site plans, roadways, subdivisions, and other related projects. He has established roots in the city with his wife, Melissa, who is also a Professional Engineer in NH, and young daughter Lainey. His passion is his family and career as he looks forward to advancing responsible development in the Granite State.
Mr. Cole serves on the Board of Directors for the American Society of Civil Engineers (ASCE) New Hampshire Section. As a Board Member, it is our duty to uphold and enhance the integrity and ethics of the Civil Engineering profession in New Hampshire. We strive to coordinate and conduct activities which are more local to the area so our members can address issues in the civil engineering arena.

Kimberly Harrington has been part of Granite Engineering since graduating from the University of Rhode Island, where she earned her Bachelor of Science degree in Civil Engineering and her Bachelor of Arts degree in French. Kimberly’s past experience includes working for Groupe ADP at the Charles de Gaulle Airport in Paris, where she learned the fundamentals of construction management. Having lived in New Hampshire for most of her life, she is excited to be back and have the opportunity to establish her professional roots back at home. At Granite Engineering, Kimberly is developing her skills in site design and the project permitting process in New Hampshire.
Project Engineer, Since 2020
John Wichert has been working as a Project Engineer with Granite since September of 2019 after graduating from the University of New Hampshire Durham with a B.S. in Civil Engineering. Having grown up around land surveying, John saw civil engineering as a natural field of study where he could pursue further education about the land development sector. During his time at the University of New Hampshire, John interned with a local engineering company and the NHDOT. At Granite Engineering, John is responsible for preliminary site and stormwater management design, performing site inspections, and preparing documents for project permitting. A New Hampshire native, John enjoys the natural attractions that the state has to offer and seeks to ensure harmony between nature and future developments.
Project Engineer, Since 2019
Erin Scott has been working at Granite Engineering since graduating from the University of Vermont in 2021 with a Bachelor of Science degree in Civil Engineering. Throughout her years at the University of Vermont, she remained very active in her school's chapter of the Society of Women Engineers, serving as the club treasurer during her senior year. Throughout the height of the COVID-19 pandemic she worked in the school's environmental engineering lab, testing the school's and surrounding communities' wastewater for evidence of the virus. This assisted the University to manage its risk and stay open and in-person throughout the duration of the 2020-2021 school year. Now working at Granite Engineering, Erin is developing her skills in CAD and the project permitting process.
Being back home in New Hampshire, Erin is excited to enjoy the hiking and skiing the state has to offer.
Thomas D'Aguiar joined Granite Engineering in 2021, after spending 4 years in site design and land development in Boston. Thomas graduated from Florida State University with a BS degree in Civil Engineering and has been in the New England area ever since. While studying at Florida State, he interned with both a local and a national engineering firm concentrating in land development. After graduation, he started as a project engineer for a large firm in downtown Boston, gaining experience in site design for extremely urban commercial, industrial and institutional projects throughout the city and surrounding communities. At Granite Engineering, Thomas is mostly responsible for site design, stormwater management, and project permitting support. In his free time, Thomas enjoys golfing and hiking throughout New England.
